Filigree Sages is a Commander card through and through — outside of that format, the artifact-untap ability is too slow and narrow to compete in Legacy or Vintage, where more efficient engines exist and five mana for a 2/3 body buys you nothing. In Commander, the singleton rule doesn't matter here because the card is a combo piece, not a redundancy play — you run it because it closes loops, not because you want multiples. Oathbreaker is a legal home as well, and any blue artifact commander who can generate mana from a single artifact will find the same lines available.
