The cost is real: five mana at sorcery speed is a liability, and it does nothing if Bruna, Light of Alabaster or another hexproof threat isn't already threatening to end the game.

Three Dreams is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but its competitive ceiling is essentially Commander — five mana at sorcery speed is unplayable in Legacy and Modern, where games end before that investment pays off. In Commander, Three Dreams occupies a narrow but clear niche: Aura-voltron decks that need to assemble three specific pieces at once and can use a single card slot to do it.
