Thirsting Bloodlord is a Commander card through and through — tribal lords live and die by how many creatures share the creature type, and only 100-card singleton decks reliably field the Vampire density to justify a four-mana anthem. In Modern and Pioneer the competition at four mana is brutal and dedicated Vampire lists already have access to stronger payoffs, so it doesn't make the cut competitively.
