Commander is where Thieving Skydiver earns its slot — artifact mana is everywhere, and a well-timed kicked Skydiver can steal a Sol Ring or Arcane Signet while leaving a 2/1 flier behind, a two-for-one that shapes the early game. In competitive EDH, the ceiling is real if the table is full of two-mana rocks; at lower-power tables, the kick cost competes with more reliably impactful two-drops. In Modern and Legacy, Thieving Skydiver is technically legal but sees essentially no play — the formats move too fast for a conditional kicker threat that doesn't affect the board on a raw two-mana cast.
