Commander is where The Raven's Warning does its best work — the free-spell chapter scales hardest in a format full of expensive instants and sorceries, and the information from chapter two is genuinely useful at a four-player table. Legacy has better tools at every point on the curve, so The Raven's Warning stays on the shelf there. Oathbreaker is a reasonable home if your planeswalker strategy wants early evasion and hand information.
