Thassa's Rebuff is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but it sees virtually no play outside Commander. In Commander, it earns its slot specifically in mono-blue devotion builds — Thassa, Deep-Dwelling or Urza, Lord High Artificer can generate enough blue pips to make it a hard counter for most relevant spells by the mid-game. In older powered formats like Legacy and Vintage, unconditional two-mana countermagic like Force of Will and Counterspell makes Thassa's Rebuff irrelevant. Modern and Pioneer have the same problem — the devotion condition is too fragile in multi-opponent or removal-heavy environments where your board can be cleared before you tap the mana.
