Terrain Generator is a Commander card through and through — the slow, incremental land acceleration it provides fits a 40-life multiplayer game where you have turns to set it up and opponents to outlast. In Legacy and Vintage, where it's technically legal, the opportunity cost of tapping a colorless land and spending a mana to maybe deploy a basic is far too steep against the speed of those formats, and it sees zero competitive play there.
