Termination Facilitator is a Commander card through and through — the politics, the multiplayer board states, and the density of targeted abilities all make the effect shine brightest in a 4-pod. Legacy and Vintage are legal homes in theory, but Termination Facilitator asks you to build around targeted activations in formats that reward raw efficiency above synergy scaffolding, so it almost never shows up competitively there. Oathbreaker is the only other format where it earns serious consideration, since planeswalker activated abilities are themselves targets and the tighter card pool makes a 4-mana enchantment easier to justify.
