In Commander, Temur Banner is a budget three-color fixer for decks that need all three Temur pips and can't afford or don't want to run the full suite of two-mana rocks. Pauper is where Temur Banner sees its most competitive footing — three-color fixing at common is scarce at that rarity, and the cantrip clause is real card advantage in a format that plays lean. In Legacy, Modern, and Pioneer it's outclassed by fetchlands, Arcum's Astrolabe variants, and two-mana alternatives that don't enter tapped, so you'll almost never see it there outside of very specific budget or casual builds.
