Tempting Wurm drops a 5/5 for two mana and hands every opponent a free permanent — which sounds disastrous until you're running The Beamtown Bullies or Gwenna, Eyes of Gaea and the chaos is the point. The risk is real, but in the right shell the upside of a two-mana 5/5 buries the downside.

Tempting Wurm is a Commander card through and through — the multiplayer table is what makes the triggered ability interesting, since three opponents each landing a free permanent creates a chaotic board state you can build around or exploit. In Legacy and Vintage it's technically legal but sees no competitive play; a two-mana 5/5 with a symmetrical downside doesn't fit the linear strategies those formats demand. Oathbreaker could find niche use in a chaos-oriented build, but the two-player-skewed nature of that format dulls the effect significantly. Stick to Commander.

Cheaper options that do most of the same work
Hunted Troll and Hunted Horror occupy a similar design space — cheap, oversized bodies that hand opponents something in return — and both cost under $1. The trade-off is that those cards give opponents creatures with specific keywords rather than any permanent from hand, so they're more predictable but less explosive than Tempting Wurm in a dedicated chaos or Bullies shell.
