Tegwyll's Scouring is a Commander card through and through — its value scales directly with the density of Faeries you control, a condition that tribal EDH decks satisfy consistently. In Legacy and Vintage it's technically legal but sees no competitive play; tribal synergies at those power levels don't get to resolve a sorcery-speed sweeper without losing on the spot. Oathbreaker is the one other format where a Faerie build can realistically exploit it, especially with a Faerie planeswalker at the helm. Outside of dedicated tribal shells in singleton formats, Tegwyll's Scouring has no practical home.
