In Commander, Teferi's Imp is a niche piece in discard-matters builds — think Nekusar, the Mindrazer or Nath of the Gilt-Leaf — where the symmetry becomes an advantage rather than a liability. Four-player tables amplify the effect, since each opponent discarding end step adds up to real card denial over a long game. In Legacy and Vintage, the card is legal but effectively obsolete; those formats have faster, more reliable hand disruption that doesn't require waiting until end of turn.
