Tectonic Reformation is a Commander card through and through — the cycling engine it creates is slow to assemble and pays off most against the long game arcs of a 100-card singleton format. In Legacy and Vintage it's legal but sees no meaningful play; one-red for a conditional loot effect doesn't compete with the raw card velocity those formats already have.
