In Commander, Take Up Arms fills a specific niche in Soldier tribal and go-wide white decks that want to flood the board quickly — three bodies for five mana is playable when your payoffs care about creature count or enter-the-battlefield triggers. Outside Commander, the card sees virtually no competitive play: Modern, Pioneer, and Legacy all have access to faster token generation at lower mana costs, and five mana for three 1/1s is simply too slow to matter in those formats. Oathbreaker shares Commander's multiplayer context and is the only other setting where Take Up Arms occasionally shows up in token-centric builds.
