Commander is where Synapse Sliver actually lives: 100-card decks need sustained card advantage, Sliver tribal runs enough bodies to make each draw trigger count, and the singleton format means you're not leaning on redundancy anyway. Legacy and Vintage both allow it, but Sliver tribal isn't a competitive archetype in either format, and a five-mana do-nothing-on-entry creature has no home in those environments.
