Sylvan Scavenging is legal in every major constructed format, but it doesn't show up outside Commander — four mana for a sorcery-speed pump and a single land recurrence is nowhere near the efficiency ceiling in Legacy, Modern, or Pioneer. In Standard it's similarly outclassed by dedicated pump spells or cheaper mana dorks. Commander is the right home: the singleton rule means you want broad, multi-purpose effects, and the longer game lets you extract value from both halves of the card reliably.
