Survivors' Encampment is strictly a Commander card — the condition of controlling a creature is almost always met in a 100-card singleton game full of creatures and token generators, and the fixing it provides is genuinely useful across three- and four-color builds. In Pauper it sees fringe play in creature-heavy shells where budget fixing matters, but the competition from better commons is real. In Modern and Pioneer the cost of running a land that does nothing on an empty board is too steep; those formats punish you hard for stumbling on mana, and Survivors' Encampment simply isn't reliable enough. Legacy and Vintage have access to duals and fetchlands that make this obsolete at every table.
