Commander is where Survivors' Bond actually earns a slot, specifically in Human-tribal builds that double as graveyard strategies — think Sigarda, Champion of Light or Kyler, Sigardian Emissary shells where the board gets wiped and you want two creatures back for two mana. Outside Commander, Survivors' Bond is a fringe option at best: Pauper lacks the critical mass of graveyard-friendly Human decks that want this effect at this cost, and in Modern or Pioneer the graveyard hate is dense enough that banking on two creatures sitting in the bin is unreliable.
