Commander is the clear home for Sigarda, Champion of Light — her attack trigger is worth more the longer a game goes, and multiplayer tables give her time to connect repeatedly and bury opponents in card advantage. In Modern and Pioneer, a five-mana Human who doesn't affect the board immediately is too slow for any competitive shell, and there are better tribal payoffs at lower curves. Legacy has the raw power to support expensive creatures in theory, but the format's threats and interaction outclass a five-drop that needs to attack to do anything. Oathbreaker could support her as a signature spell target in the right Human shell, but she's not a natural fit as the planeswalker-adjacent role that format expects.
