In Commander, Surging Might belongs on commanders that already connect reliably — infect, evasion, or trample commanders turn the repeated counter triggers into a closing clock fast. Pauper is where it earns the most respect: at common, it's a genuine build-around in aggressive green strategies where repeated combat damage is the whole game plan. Legacy and Vintage have the raw power to make it irrelevant outside of dedicated synergy shells, but Surging Might costs nothing to slot into a creature-combat deck and the ceiling is high enough to justify it.
