Surging Aether bounces a permanent back to its owner's hand for two mana at instant speed — clean, flexible, temporary. It's a fine role-player in blink or flicker shells that want to reuse enter-the-battlefield triggers, but in any other context it's just a worse Unsummon that costs one more.

Surging Aether is legal in Commander, Legacy, Modern, Vintage, Pauper, and Oathbreaker, but the only format where it's genuinely worth a slot is Commander — specifically in blink or flicker builds where bouncing your own permanents generates cascading ETB value. In Pauper it's technically available, but Snap, Vapor Snag, and Unsummon all do the job for one mana, leaving Surging Aether with no competitive niche. In Legacy and Vintage the card doesn't register; the raw power ceiling in those formats is too high for a two-mana sorcery-speed bounce effect wearing an instant costume. Commander is the ceiling, and even there it's a role-player, not a staple.
