In Commander, Suppression Bonds occupies the low end of enchantment-based removal — it handles any nonland permanent without destroying it, which matters against indestructible threats, but four mana for a tap-lock is a high ask when Imprisoned in the Moon or Darksteel Mutation do more for the same or less. Pauper is where Suppression Bonds has the most legitimate claim, since the card pool for enchantment removal narrows sharply and the activated-ability restriction meaningfully shuts off utility creatures. In Legacy, Modern, and Vintage, faster and more efficient interaction makes it irrelevant outside of extremely niche brews. Oathbreaker follows the same logic as Commander — playable as a budget slot, but outclassed.
