Sundering Stroke deals 7 damage split any way among one, two, or three targets — creatures, planeswalkers, or players — for seven mana, and if you paid all seven with Mountains it hits each chosen target for 7 individually. The cost and conditional ceiling make it strictly a mono-red or near-mono-red proposition; anywhere else it's just an overcosted Flame Slash.

In Commander, Sundering Stroke earns a slot only in dedicated mono-red decks where the Mountain clause reliably triggers and you can close out multiple opponents in a single cast — think Magda, Brazen Outlaw or Purphoros, God of the Forge shells that go wide on mana. In Modern and Pioneer it's unplayable; seven mana is a concession speech in those formats, and the split-damage ceiling does nothing Bonecrusher Giant or Eidolon of the Great Revel can't handle faster and cheaper. Legacy and Vintage have the same problem scaled up — the format speed makes Sundering Stroke a non-starter outside a kitchen-table curiosity. Oathbreaker is the one crossover spot where a mono-red signature-spell slot could theoretically run it, though even there the seven-mana ask is steep.
