Stupefying Touch locks a creature out of activated abilities and replaces itself with a card when that creature dies — meaningful disruption stapled to a cantrip. For one blue mana at instant speed, it punches well above its cost, though it does nothing about static abilities or attack triggers.

Stupefying Touch is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker. Pauper is where it does its best work, shutting off utility creatures like Llanowar Elves or Thermo-Alchemist while replacing itself — that card advantage is rare at common.
