Stunning Strike is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but only Pauper gives it a real home — budget aggressive red decks that need cheap ways to push through blockers. In Commander, the card simply doesn't scale: tapping one creature and pinging for 1 at two mana is a losing trade in a multiplayer game where the average board has a dozen threats. Legacy and Vintage don't want it either; those formats have far more efficient interaction at the same cost.
