Stronghold Biologist puts a Counterspell trigger on the table every time you cast a creature, and opponents have to respect it whether or not you have the mana up. The cost is real — you need two untapped blue creatures to activate — but in the right shell, that condition is trivially met.

In Commander, Stronghold Biologist fits creature-heavy blue decks that can consistently tap two blue creatures on opponents' turns — token strategies and go-wide tempo builds get the most out of it. The threat of activation often matters as much as the activation itself, taxing opponents' decision-making throughout the game. In Legacy and Vintage, it's too slow and too conditional; dedicated counter suites are cheaper and more reliable, and a three-mana creature that requires additional resources to function won't compete there. Stronghold Biologist is a Commander card through and through.
