The madness mechanic only generates real value when a commander like Anje Falkenrath is incentivizing the discard, and that kind of build-around context doesn't exist in Legacy or Vintage where it's technically legal but sees no meaningful play. In Commander it earns its slot specifically in madness-matters and Rakdos discard decks, where the one-mana instant speed pump is a bonus on top of the discard trigger.
