Stormchaser Chimera is a Commander card first and foremost — spellslinger decks running Veyran, Voice of Duality or Melek, Izzet Paragon want cheap, scalable threats that pull double duty as filtering engines, and Stormchaser Chimera does exactly that. In Modern and Legacy the bar for a four-mana creature is severe: it has no immediate protection and dies to every removal spell before the scry trigger ever fires, so it doesn't make the cut in competitive shells.
