In Commander it finds its best home in token-wide strategies that can swing over a table all at once, turning a stalled board into a lethal alpha strike. The cipher mechanic is a liability as often as it's a bonus: in Commander's threat-dense multiplayer games, the encoded creature is a removal magnet, and you'll rarely recoup the upfront investment more than once.
