The randomness on the discard is the catch: you can't choose what you pitch, which means it punishes card advantage decks that can't afford to lose specific pieces.

In Commander, Stormbind fits narrowest in discard-matters or hellbent strategies where the random discard cost becomes irrelevant or even a feature — think Hazoret the Fervent builds emptying their hand by design. Legacy and Vintage have faster, cleaner redundancy for this effect, so Stormbind doesn't see play there competitively. Modern is legal but the card is far too slow and low-impact against the format's threats. Oathbreaker can exploit it in the same discard-synergy shell as Commander, and the smaller game size means running out of hand faster actually arms it sooner.
