In Commander, Storm Entity is a fringe include that earns its slot only in dedicated storm or spell-chaining decks — Veyran, Voice of Duality or Zada, Hedron Grinder shells where you're routinely casting four-plus spells in a turn and want a haste body that converts that chain into immediate damage. In Legacy and Vintage, it's too slow for the actual storm decks that close with Grapeshot or Empty the Warrens, so Storm Entity sits on the bench there too. Modern is where the card has the most theoretical appeal in a cantrip-heavy spellslinger list, but it competes with cheaper and more consistent threats and hasn't found a real home. Across all formats, the honest verdict is that Storm Entity rewards a specific turn-structure that most decks don't consistently achieve.
