In Commander, Stop Cold earns its slot as budget interaction that neutralizes commanders and problem artifacts without requiring a kill spell — the enchanted permanent just sits there, locked out of the game. In competitive 1v1 formats like Legacy and Vintage, it's too slow and narrow; Icy Manipulator effects don't cut it when opponents are winning on turn two or three. Modern and Pioneer have enough efficient removal that Stop Cold loses out to Fatal Push or Teferi's Ageless Insight-style tempo plays. Pauper is where it has a real argument outside Commander, since the card pool is limited enough that permanent tap-lock carries real weight at common.
