Stonehorn Dignitary is a Commander card through and through — the enter-the-battlefield trigger only becomes oppressive when you're flickering it repeatedly, which requires the longer game and the blink infrastructure Commander enables. In Pauper it's legal and occasionally shows up in flicker shells alongside Ghostly Flicker and Ephemerate, where even a one-shot trigger can buy enough tempo to close out a game. Legacy and Vintage have access to it but have no reason to run it — four mana for a conditional soft-lock is laughably slow in those formats. It's not in Pioneer or Standard, not that it would matter.
