Stir the Pride is a Commander card through and through — its payoff scales directly with board width, and nowhere is that more reliably achieved than in a 100-card singleton format with multiple opponents to pressure. In Legacy and Vintage it's technically legal but effectively invisible; five-mana sorceries that don't win the game on the spot don't compete in those environments. Modern is the same story: the format is too fast and too creature-light for a pump spell that requires a developed battlefield.
