Stensia Innkeeper enters the battlefield and taps a land, then does it again every time you play a Vampire — repeated soft mana denial stapled to a creature type that floods the board. Three mana for a 2/2 is a real cost, but in a dedicated Vampire shell the tap triggers stack fast enough to lock opponents out of key turns.

In Commander, Stensia Innkeeper is a role-player in Edgar Markov or any Vampire tribal build — the tap triggers fire often enough to matter, and soft land denial is more disruptive in a four-player game where opponents need mana for interaction. In Pauper it's legal but competes with more efficient creatures and sees no real play. Legacy, Modern, and Pioneer have access to far better three-drops in any aggressive shell, and Stensia Innkeeper's 2/2 body doesn't survive contact in those formats. Oathbreaker mirrors Commander's tribal context — viable there if your signature spell and planeswalker support a Vampire theme.
