Steel Golem is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but it only genuinely matters in Commander, where donating permanents is a supported archetype with multiple commanders built around the bit. In Legacy and Vintage it's theoretically castable but has never seen play — three mana for a 3/4 with a drawback that only matters if it stays in your hand is a bad deal in those formats. Commander is the one context where the drawback flips into a weapon, and even there Steel Golem is purely a politics-and-prison piece, not a standalone threat.
