Steel Golem shuts off creature casting for whoever controls it — which is fine when that's you, devastating when you hand it to an opponent. Blim, Comedic Genius turns that liability into a punishment engine, gifting the Golem to opponents who then can't cast their commanders or creatures without bouncing or destroying it first.

Steel Golem is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but it only genuinely matters in Commander, where donating permanents is a supported archetype with multiple commanders built around the bit. In Legacy and Vintage it's theoretically castable but has never seen play — three mana for a 3/4 with a drawback that only matters if it stays in your hand is a bad deal in those formats. Commander is the one context where the drawback flips into a weapon, and even there Steel Golem is purely a politics-and-prison piece, not a standalone threat.
