In Commander, Steal Artifact earns its slot in blue decks that expect artifact-heavy tables — stealing a Sword of Feast and Famine or an opponent's Sol Ring is a two-for-one that compounds every subsequent turn. Legacy and Vintage have the raw power density to make a four-mana enchantment feel slow, and the enchantment-removal risk is more acute in those formats where Swords to Plowshares hits targets faster than you can protect your Aura. Modern sees almost no play for the same reason — four mana for a conditional permanent-steal can't compete with the format's speed. Steal Artifact is at its best in Commander, where artifacts are everywhere, the game is long enough to extract full value, and most decks run light on enchantment removal.
