Steadfastness puts +1/+3 on a creature at instant speed for one white mana — the toughness pump is real, the attack-trigger restriction is not. Outside of dedicated vigilance-matters builds, a combat trick that requires your creature to already be swinging is too narrow to justify a slot.

In Commander, Steadfastness competes against Feat of Resistance, Brave the Elements, and other white tricks that protect a whole board or answer removal — it doesn't keep up. Pauper is the kindest home: aggressive white weenie decks with vigilance creatures can extract genuine value from the +1/+3 pump, and the one-mana cost fits the format's tempo demands. Legacy and Vintage are legal but irrelevant — Steadfastness has no business in those environments. It's a pauper roleplayer at best, a bulk filler elsewhere.
