Stasis Cell locks down one creature for as long as you keep paying one blue mana per upkeep — a repeatable soft-removal effect stapled to an Aura. The cost is real: enchanting a creature you don't control gives your opponent an obvious target for removal, and if the enchanted creature leaves the battlefield, Stasis Cell leaves with it.
