Splatter Technique is legal across Commander, Legacy, Modern, Pioneer, Standard, and Vintage, but it's almost exclusively a Commander card — the effect requires a creature dealing combat damage to a player, which in 1v1 formats means your opponent needs to not block, a condition harder to engineer than in a four-player game. In Commander it earns its slot anywhere that combat-damage triggers are the engine rather than incidental value. Outside EDH, the only realistic homes are fringe Legacy or Modern brews built around creatures like Griselbrand or Thassa's Oracle that have devastating damage triggers, and even there better enablers exist.
