Splashy Spellcaster puts a 1/1 Wizard token on the board every time you cast an instant or sorcery — in the right deck, that's a token engine stapled to a three-mana body. The cost is that it does nothing without a critical mass of spells, and a 2/3 without evasion won't survive a contested board long enough to matter in slower, creature-heavy metas.

In Commander, Splashy Spellcaster belongs in spell-slinger builds — Zaffai, Thunder Conductor or Niv-Mizzet, Parun decks that were already casting six spells a turn will happily take a free board of Wizards on top. Outside Commander, the card is legal in Standard, Pioneer, Modern, Legacy, Vintage, and Oathbreaker, but three mana for a 2/3 with a conditional token trigger is well below the power threshold those formats demand — token synergies in Modern and Pioneer have faster, more resilient engines. Splashy Spellcaster is a Commander card through and through.
