Sphere of Duty locks down a creature with power 2 or less each turn, a meaningful deterrent against early attackers and utility creatures that happen to be small. The catch is the echo cost — miss the payment and you lose the enchantment, so it rewards stable white mana bases over greedy ones.

Sphere of Duty is legal in Commander, Legacy, Vintage, and Oathbreaker, but the formats where it sees any real consideration are narrow. In Commander it fills a niche in white enchantment-matters decks that want redundancy on soft-lock pieces, though more efficient options generally edge it out. Legacy and Vintage have no interest — the echo cost and single-target scope are far too slow for those formats. Oathbreaker is the most plausible home, where a white enchantress-style signature spell shell could extract some value from it.
