It's narrower than Grand Arbiter Augustin IV but hits the same nerve: opponents either pay the toll or lose resources, and either outcome buys you time.

Spelltithe Enforcer is a Commander card through and through — the tax scales with the number of opponents, so its value roughly triples in a four-player pod compared to any one-on-one format. In Legacy and Vintage, it's legal but irrelevant: five mana for a symmetrical-ish tax creature is nowhere near the speed those formats demand. Oathbreaker is its other viable home, where the two-player dynamic is less exciting but taxing your single opponent's spells still generates real friction. Stick to Commander.
