Commander is where Spellbreaker Behemoth earns its slot — blue is everywhere at the table, and a passive effect that makes every power-5-or-greater spell uncounterable punishes anyone trying to hold up Counterspell or Fierce Guardianship against your threats. In Legacy and Vintage it's legal but essentially invisible; the formats move too fast and the creature isn't impactful enough to compete with the engines those formats run. Modern is the same story — the effect is real, but dedicated green stompy shells have more efficient options and Spellbreaker Behemoth doesn't push through enough on its own.
