Spell Blast is technically legal in Commander, Legacy, Modern, Pioneer, Vintage, Pauper, and Oathbreaker, but legality and playability aren't the same thing. In Commander, the format where counterspells matter most, Spell Blast competes against Counterspell, Swan Song, Fierce Guardianship, and Arcane Denial — all of which cost less mana or do more work. In Pauper, where the card pool is restricted enough that marginal cards sometimes find homes, it still loses to Counterspell and Logic Knot on raw efficiency. No competitive shell in any of these formats has a reason to run Spell Blast when flat-rate counters exist at every budget level.
