In Pauper it's legal but competes for space in aggressive red shells that prefer direct burn or creatures with bodies that matter in combat — the 0/1 frame is a real liability there. Modern and Pioneer have the card legal on paper, but zero competitive presence; the effect is simply too slow and low-impact for those formats.
