Soulstinger is a Commander card through and through — the counter-redistribution effect is slow and political in ways that only matter across a long multiplayer game. In Pauper it's legal but competes with more efficient common removal, and a five-mana 3/3 without immediate board impact doesn't make the cut. Legacy, Modern, and Pioneer offer it no real home; the effect is too fragile and the body too small to compete at those tables. Stick to Commander, specifically any deck that cares about -1/-1 counters landing repeatedly.
