Commander is the only format where Soulscour sees any real play, and even there it's a narrow choice — Spirit tribal decks running Yuriko, the Tiger's Shadow or Millicent, Restless Revenant can leverage it as a one-sided board wipe, which is the entire appeal. Legacy and Vintage are both legal on paper, but nine mana at sorcery speed has never been competitive in either format. Soulscour is a Commander card through and through, and a conditional one at that.
