In Commander, Soul Tithe is a low-investment threat against high-value permanents — slap it on an opposing commander, a planeswalker, or a key artifact and force a recurring decision. The problem is that four-player tables generate enough mana that the tax rarely stings past turn five; it's better in the early game or in tax-and-drain builds that compound the pressure. In Legacy and Vintage, faster clocks and more efficient threats mean Soul Tithe almost never makes the cut over hard removal. Modern and Pioneer are similar — you want to answer a permanent, not negotiate with its owner. Oathbreaker is the one other format where the targeted-tax angle can matter, since the smaller card pool rewards flexible interaction.
