Sorcerer's Broom is a Commander card — the sacrifice-synergy density in that format is high enough to make it genuinely threatening, while 60-card formats rarely have room for a two-mana do-nothing-alone artifact. In Legacy, Modern, and Pioneer it's theoretically legal but competes against far more efficient sacrifice payoffs and enablers, so it doesn't see meaningful play.
